Not the method.

The EU AI Act is a staged and evolving regulatory framework. Transparency duties begin earlier, while high-risk obligations, including Article 14 human oversight, remain subject to implementation timing, classification, and jurisdiction-specific practice.

The missing layer is not another policy document. It is evidence infrastructure: who reviewed the AI-assisted decision, when, under what authority, with what result, and how that responsibility can be reconstructed later.

Logging what AI did
is not the same as proving
that a human understood it, reviewed it,
and took responsibility for it.

This is an operational gap, not a theoretical one. Institutions that establish oversight infrastructure early will be structurally better positioned than those attempting retrospective reconstruction later.
